Anyone Know Wilfred Newman?

Warren Attorney Ricky Roper just returned from a trip to Rogers, Arkansas for a family event.  While visiting the Cabela's Store and looking at all their outdoor merchandise, He came across the picture displayed.  It is a picture of several people and what appears to be the results of a successful duck hunt. What caught Mr. Roper's attention was the wording on the picture:

Warren, Ark.
